Do a search for NPP threads and you will find the option is highly recommended by many members. The sound is much fuller and louder than stock when the butterflies are open above 3500 rpm.
The consensus of Forum members seems to be that to get the most out of the NPP system you will need an aftermarket product like the Mild to Wild switch that allows you with a touch of button to set the butterflies to open at 0 rpm instead of 3500 rpm, or back again. Simple installation, available for under $100.
A step up is the Sunset Orange product for $250 to $310 which allows you to select an rpm other than 0 or 3500 at which the butterflies open --

You can set the rpm at which the butterflies open, as well as choose between full open and user selected rpm open with the one button wireless remote. You choose either lower rpm open or stock rpm open on the rpm unit.

The sound, without question, is great considering its coming from a stock exhaust, albeit backed up by our LT3 engine which sure helps!!! Everyone who asks me about it cannot believe that you can buy an American auto with an exhaust that sounds like it does right out of the factory. It's not obnoxoiusly loud, but is way lounder then any stock exhasut I've ever heard on an American car. At first (I ordered my car as I wanted a 4LT package, but didn't want Nav or the chrome rims, which every single 4LT that dealers had in stock all were brought in this way) I didn't want the NPP, but after thinking about it I realized that when going out with the wife or just wanted to be a "sleeper" an after market exhaust won't allow for this. I called my dealership and was just able to get the NPP added before my order was locked in stone at the factory. I am extremely happy with it and have never looked back. I might add headers one day, but would still leave everything back from them stock!!!
It's phenomenal. As the other posters said, with the butterflies open the sound is exactly what you'd expect out of a Corvette. But the big plus is--if you need to go stealth (early morning or late night errands) the car is as quiet as any family sedan--but still runs like a champ. You'll love it.

Yes it was a "must have" when I located my car. I leave mine open all the time, Mild2Wild. In my opinion the stock exhaust is just way to mellow on a performance car like the Vette.
And to answer your question the stock exhaust is "NOT" the same.
Love ours!! I didn't buy the option when we purchased our 09 Coupe last year and after driving the car my wife said it was to quiet. I ended up purchasing the NPP exhaust and doing the install along with Sunset Orange's controller. I can have it open or closed via a remote. It stays open most the time except on the highways and we love it. Good luck with yours.
I wouldn't have opted for it if I had a choice at the time.It's ok,certainly better then a non NPP exhaust,but for 1200 bucks at the time,I could have gotten a BASSANI and saved 3-4 hundred.Granted,it doesn't have the baffles,but the sound is second to none and the tips are nice too.That's just my opinion and as one can see,I'm in the minority..
I do want the NNP but If the right car comes along and dose not have it, mabe I should just purchase it anyway...and have it installed at a later date.

The answer to the question is NO. But only because it's relatively easy to add on later. Don't pass up a great deal on a car just because it doesn't have NPP.
When I last looked (as I was making the same choice as you), the parts required to add NPP cost the same as the option price (assuming you "shopped" around). Of course this didn't include the labor to install, so it was still better to buy with than without. But I certainly would not have turned down a great price on a car that didn't have NPP stock from the factory.
Other than that it really is a must have option! The only question is should you buy with or add later. But either way you're gonna want NPP.
