Something Strange on my Headlight - HELP

Well guys. I tried like hell to buff on this spot, and it's not gonna work. It is for sure the exterior laminate on the light that has flaked / worn off. I'm looking at needing a new lens for the headlight or just a new headlight all together. Anyone ever gone down this road?
