Yes, and they are generally a very good deal. Depends on the miles.
The best deal out there are "show" vehicles... GM buys cars from a dealer to use in a display somewhere, usually the only miles on them are from bringing the cars back and forth.. When the show is over they sell the car back to the dealer at a big discount... Very rare bird in the Corvette world though....(warranty is ticking from the date GM buys the car from the dealer.)

...just approach this as you would any other used vehicle...have things thoroughly checked and confirm the remaining time-period of the factory warranties.

To the OP.....topper may be correct. However, I will suggest the vehicle was owned by GM and used as a "transportation vehicle" from the fleet. In some instances, it may have been assigned to a specific exempt employee. The dealer may have purchased the vehicle from a regional auction that GM periodically submits vehicles to.
(I sold many of my personal vehicles, with the title, "GM Executive Vehicle". It is an extremely effective marketing tool in an area where a consumer has knowledge of these specially treated vehicles.).
And SOME of the GM vehicles are respectable deals, when sold this way and I suspect this is one of those since you indicate it has not been titled (probably driven under an "M" tag).
My '07 Vert was one of these. The title that I got was a Michigan title that listed GM as the owner, and the Tech Center in Warren, MI as the address. Mine had 1,700 miles on it and was $17,000 off the sticker. This was at a time when the economy was still OK and they were still selling well. '07 was the peak sales year. You can easily find out the real status of the car by running the VIN in the GM VIS system. Mine showed that there was no delivering dealer and it all checked out with what I was being told. I was told by a sales manager friend that if an executive drove it, he was a fairly high level guy as middle managers don't get Corvette convertibles to drive. Mine was only driven for about 8 weeks before all 1,700 miles were on it, then it just sat around. Get the VIS report and check it out...a number of very helpful guys on here will run it for you if you provide the VIN.
The VIS system clearly shows the effective dates of the various warrantees.

The last time in was involved with a GM Store was about 3 years ago and that was the program, I believe they still handle it that way, but it may have changed.. It's been a while....

"Executive" in this case means anyone higher than a night watchman on the third shift, but this would be preferable to one driven by a GM top executive, which is to say a total friggen idiot. Good luck!

That's the way I got my 09 vert, they can come two ways, pre titled or not, they used to call them "Brass Hat" cars. My Dad was a dealer back in the day, when ever the Union went on strike, we would get a ton of them. They extended the warranty and went certified on mine.
It listed for $65,000 and I got it for $42,000 nine months old with 3,000 miles. No problems and I love it!

I think it means that it was driven by the owner of that, or another, dealership. At least that is what I was told when I inquired about an "executive" car at a Chrysler dealership awhile ago... I passed on it...
Bottom line is this.It was never registered so it's still new as far as title goes.If the car is not beat up and has low miles and the deal is a very good one,BUY IT IF IT'S WHAT YOU WANT!Who cares who drove it where and for how long?! Better for your wallet that they did.
My Hummer H3 was a GM Exec vehicle. It was offered for sale at 9300 miles, the dealer that bought it put another 1700 on it, and I bought it at 11000 miles. It now has almost 44000 miles on it, and I haven't had to change a bulb in it yet almost 3 years later.
Perhaps I got lucky, but I knew the line. It has every option except a sunroof, and it was in excellent condition. Do your homework, know what to look for, and you may have a good deal. It is, however, just another used car.

I have the 2003 Anniversary Edition built for GM Canada shows and exhibits dept. GM sent me all the paperwork and build sheets for this car, $20k off sticker when I bought it.
When I purchased my Vert in 07, it was sold to me as new. Came to find out that the vehicle was a "special event" vehicle and it had about 250 miles on it when I purchased it. I did lose about 3 months of the warrenty but I purchased a GMPP warrenty anyway. I didn't know about the loss of warrenty time until I brought it in for service about 2 years after I purchased it and they brought up the info and told me that the warrenty started ticking in February although I purchased it in May...
