Always get a little thin rust film right after a wash job, like this one. Short ride rubs them clean. Prolly shudda taken her for a spin before shooting this pic!!

okay - I just went and checked my car but I don't see rust in the centre and I have stock rotors (non-Z51 07)
Drape a towel over all the exposed parts and spray paint it. Thats what I did when I painted my calipers. It's been 4 yrs now and the rust hasn't returned.
Zinc plating coats all surfaces in particular the cooling veins where rust can start...yes the brake-pad-to-rotor-surface area are 'self clearing' but a lot of rust comes from the hubs and cooling veins.

Take your wheel off, use newspaper and mask off the suspension parts. Lightly sand the center and the outer rim. Then just use a high temp paint of your choice, I used VHT flat black, and spray the center, the rim, and inside the vanes. Don't worry about getting any on the rotor face, your pads will take it of after a couple of stops.

I don't like the silver calipers either and would like to change mine to z06 red.
Very minimun rust in mine if any. Don't get them wet if it bothers you so much I always go back and forth in the driveway right after I wash the car, sometimes I drive it around the block to get them dry. I don't see how coating will really last since the rotors r exposed to such a high temps. That's just my 2 cents .
You can't paint the surface of the rotor. As soon as the pads clamp on the rotor the paint is removed. If you want to remove the surface rust after the car has been sitting and the rotor gets wet just go and drive it.
