So one of the issues i found with my new (to me) 08 Vette was the buzzing noise at highway speed,and up. Using the search I found it was a common issue with the cowl sort of flapping against the windshield. So I did the black silicone trick/fix. I put a piece of blue painters tape along the windshield up to the cowl and then proceeded to move the cowl back out of the way. I then put a fine bead of black silicone a 1/4 inch from the tape i laid down and gently placed the cowl back onto the glass and lightly pushed on the edge until a little silicone oozed out. wiped with wet finger and removed tape. I let it sit approximately 6hrs then went on the turnpike at highway speed and nothing, not a peep.
I have to thank all the members here for taking the time to post the info because if I had to guess I would be going into the dash. The whole project took 40 minutes and some paitience but much better spending the 5 bucks for the silicone rather than 50 for a new cowl.
PS, I tried the double sided tape and didnt have much luck

Look in here, I cant seem to find the exact link but this should be helpful. Its a very simple fix and only takes a 40 minutes. just be sure to use black silicone and tape off everything where you dont want silicone to ooze onto. You will be so relieved to find no more buzzing. If you dont want to do this you can replace the cowl in about 10 minutes for about $50 for a new GM piece
Interesting, my 2013 GS had a recall for that very issue. I was told, when I got the car, that the issue only impacted GS versions and none of the others. The odd part about the buzzing is that it would only occur in a 20 mph window. Above or below that window there was no buzzing at all.
