My 2009 does the "radio comes on thing" when starting when it was off when I shut the car off. Mine stays on and does it 2-3 times out of 10 starts. Can't be shut of or volume adjusted till the NAV boots up and is ready for commands, then the radio on/off is active and permits me to turn down the volume or shut it back off again.
Talked to my dealer last summer when I was in for other servicing and the service manager spent a fair amount of time on GM's computer system doing searches trying to find any complaints of such Nav Radio behavior. He found nothing. Car as XM and OnStar both active.
OK, here's an update . . . went out in the garage and tried it just now.
1st start attempt - Got in, depressed clutch, pushed "start" button. Results: very short flash of "radio sound" (not static), started no problem.
2nd start attempt - Got in, fastened seat belt, depressed clutch, pushed "start" button. Results: Started no problem, NO RADIO NOISE.
3rd start attempt - Got in, depressed clutch, pushed "start" button. Results: Started no problem, NO RADIO NOISE.
WTF. Thought I learned something, but I guess not. Oh well, as I said it's a very minor and momentary annoyance. I will continue to fasten my seat belt before starting and see if that's the cure . . . or the cause . . . or whatever.

My 06 vert does this also . Has since day 1 . I think it is related to the fact that the warning chimes use the left front speaker for sound . Which means other systems / modules have access to that speaker. I just live with it .

Is this sound a loud tone like sound around 800 hertz? If so I'm having the same problem. I took my Vette to the dealer and they said it was the radio and the cure was $610.00 with no other explanation. I have recently ordered a after market radio I hope this fixes this problem.

It should. My dealer just replaced the radio that was coming on by itself in my 2012 and that fixed the problem....
Years ago I knew a trick to get the radio to play without putting the key in the ignition. On some cars with automatics you could turn on the radio, put it in reverse, press the break pedal, and flip a turn signal lever. On most cars the sound would play in time with the clicking turn signal but if you were careful you could make the radio play normally. I don't know what this has to do with anything but it was fun remembering.

...and, it will work for somebody who will then start a new thread looking for a cure to keep it from happening because it runs the battery down, but someone else figures out how it works and makes a switch for it and it becomes the next popular DIY mod.
Last weekend I was running my car, listening to the radio in the driveway waiting for wifey to join me. There was some delay so I shut the car down. Just about that time she shows up (naturally ). When I started the car back up... No radio! Wouldn't work at all. I didn't panic, figured it needed a reboot so we proceeded to our destination a short distance away. Next time I fired it up, all was back to normal. Just more electronic weirdness.
Our previous 2006, and now 2009 (both with A6/Bose/Nav) will occasionally do strange things with the radio, if I turn off the radio and then shut down the engine immediately. If I let the engine continue running for maybe 10 seconds after turning off the radio, no strange issues.
Just a thought....but do you have a cell phone that's hooking up with the car via bluetooth? Sounds like the radio may have to be "on" while it's initializing connectivity with the device....I've noticed sometimes that I can't kill the radio when I'm talking on the phone....starting the car....and the phone and the car are connecting to each other.
Just a thought, but I'll bet that might be a common thread to the symptoms reported here.
After all my radio issues I have had in the last few months maybe I can shed some light on whats going on. Assuming I can explain it.
If you are still running an original GM radio and assuming you are hearing this audio from the driver door speaker.
Your radio powers the amplifier under your passenger floor mat. When you turn your radio you are simultaneously turning on the amplifier. Off when you turn your radio off. Simple right! Inside your radio there is a relay that turns on the amplifier and the voltage going to the amplifier is coming from a second 30 Amp circuit being fed from the battery. If the relay fails in the on state your amplifier will remain on all the time- after you start your car your radio is momentarily turned on for alarms and other signals and it is possible to deliver radio program for just a short period of time.
If you are running an after market radio you have probably installed an external relay to control you power amplifier check relay to see if it is connected properly and is operational.
Your driver door speaker has an amplifier built into it. This speaker allows the radio to send music through the speaker also allows your computer to trigger tones and such.
This is the way I understood what is going on in my 2005 Vette with a BOSE audio system.
Nah.... It's Santa Claus. Leave a choclet chip cookie on the passenger seat overnight. If it gone the next morning you know you have mice. Start looking at the wiring.

The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
Condition/Concern:
Some customers may comment of a noise that is heard from the vehicle's audio speakers. This noise occurs on start up prior to the seatbelt becoming latched. This noise is a momentary hum or buzz that occurs 2 or 3 seconds after starting the engine. The noise can be heard in all of the radio speaker channels. If the driver's seat belt is buckled so the seat belt chime is off, the noise will not occur. This noise is induced by the voltage regulator inside of the alternator.
Recommendation/Instructions:
To determine that this is the noise, unplug the connector from the alternator. If the noise is eliminated, this noise is a normal characteristic of vehicles equipped with US8 and US9 Radios. No repairs are recommended.

Since all of these radios have computer controlled buttons the transition from off to start when you start your car may cause the radio to start momentarily and sine the left speaker amp is on you may hear just a moment of sound. By the way mine does the same thing.

Read post #47 above. That is the exact problem I was having with my 2012 coupe. The dealer replaced the radio under warranty and I never had that issue again...
