Jack the car up, pull the wheel off, scrub with soap and water to remove the loose debris, then use Goo Gone to remove old tape from barrel weights and tar from the road, then wax, apply tire shine, and remount.
Looks like you have the polished aluminum wheels that are clear-coated. So you're cleaning the same type of surface as your painted finish, clean and polish the same.
I use this brush for the inside of the barrel areas, and that helps with removing brake dust. Detail Image Dot Com.....
I spray the wheels with just plain water( my rims are mostly clean all of the time) and wipe odd with a soft microfiber cloth. I use 4 cloths one on each wheel then wash them in the washing machine
I have the same rims (clear coated aluminum) and treat them just like the paint on the car. A good coat of wax or sealant (I use Rejex) every couple of months and mine just wipe clean with a damp rag.
Wally World auto section has a brush called a reach and grab dust cleaning tool, it works great with car washing soap, ( the same that use on your car) for around $7.00. Buy 2 and you can also use one on the interior.
You get a bucket of soapy water. You get your garden hose. You get a soft sponge. You get a long handle brush. You get a leaf blower. You get some microfiber towels.
1. Wet wheel with hose.
2. Use sponge and soapy water to clean wheel. Using long handle brush to clean barrel of wheel between spokes.
3. Hose off wheel to rinse.
4. Use leaf blower to dry.
5. Wipe and polish with microfiber towel.
6. Optional: polish with Mothers chrome wheel polish.
7. Use tire dressing of your choice, wipe any excess off rim.
8. Repeat steps for rest of wheels.

1. Consider Griots Wheel Cleaner, the offer two versions, one for all and other for chrome specifically
2. Daytona Wheel Brush or Wheel Woolies
3. Coat with a paint sealant or coating like G-techniq's Wheel Armor
4. Also consider cleaning the wheel wells with an APC a brush
5. Then use Griots Undercarriage of Chemical Guys Undercarriage Spray to dress the wells

For those of you removing your wheels to clean the barrels, are you using a torque wrench for the correct lug torque, or just tigtening the lugs like any other wheel you'd remove?
