Those are stainless ties as mentioned. Commonly used for wraps.

Wrapping stainless is fine. Wrapping regular steel is bad. The thought is that the wrap traps moisture and will facilitate rust. The other thought is that wrap will scuff up whatever coating you have. Not sure on that one.
