Just some wild guesses. It's some kind of RFID transmitter / receiver. The "EVI" usually denotes Electronic Vehicle Identification. Might be for race track lap counting, or less likely a toll road ID reader or an electronic key recognition system.
Like I said, just wild guesses. I'll be interested to see who does identify it.

For model year 2007, XM was still a part of optional package US9 costing $1890 extra. Option package 2LT in coupes got you seat-mounted side impact air bags, sport seats, cargo net, and luggage shade.
OnStar and XM were standard on all C6s beginning in model year 2008.

systems obsolete. GM's fix was a 500.00 part. Of course the dealer failed to tell me anything about that. When i bought my c6 in 2012.... Even if i wanted to which i don't you can't even get the part anymore..

Based on the history you posted and more specifically that the car was a rental at one point, I am sure you can remove the device without worry. Is your car a ZHZ (Hertz special edition)?

I think that was only true of OnStar ... the (factory original) XM in my 2007 works fine ...
