I am not familiar with the HP tuner, but a Tech II should be able to test the monitors, or in some cases force them to run.

Unless your sensors are broken, there is no need to buy any equipment nor run HP tuners. The site above lists the conditions required to get your ODB2 readiness monitors into a Ready state.

HP tuners while used for tuning can also check the state of the readiness monitors as well as Autotap. This will save you from wasting your time doing an emissions test when the car is not ready. Unless the car is missing the sensors, even a heavily modded car will eventually activate all sensors to Ready.
