If you're carrying both fobs, that can cause strange things to happen.
A low car battery (not fob) can cause strange symptoms.
After that, the diagnostics become more difficult.

Classic symptoms of a weak vehicle battery. The main clue was "a bunch of relays clicking real fast". Have your battery load tested. I'd bet it's the culprit.
And to answer your original question, anything is possible... but there is no simple, easy or cheap way to eliminate the FOB. The FOB is very likely not the problem.
Also... You can't keep your FOB in the same pocket as your cell phone, or drop them both in the cupholder. The cell phone blocks the signal from the FOB.

The key fob I was using didn't start the car. I used the slot in the glove box and the car still didn't start. I was there for 90 minutes trying to get it to start. It only start finally worked when I removed the fuse to check to see if it blew, then reinserted it. Started right up after that.
The fob would unlock the car, lock the car, pop the trunk, sound the alarm. But it would not start the car.

It might help if you can identify "the fuse" you checked.

My #1 fod stopped working suddenly; none of the functions work. But my #2 fob works perfectly. I installed 2 new batteries in fob #1; no change, no functions. I cannot start the car with #1 fob inside the car, but I can start the car if I place the #1 fob in the glove box slot (#2 fob was not near the car when I tried this). Any ideas?
