Default Having issues with learn mode

Hello everyone,
Recently installed new tires and TPMS sensors. Can't get the car in learn mode. I followed the instructions: car in run mode(all lights on dash, motor not running) pressed lock and unlock a number of times, but I never hear anything from the horn. I've waited 10-15 seconds with both buttons pressed and still no sound from the horn, what gives?

The buttons work fine to lock and unlock, the horn is working via steering wheel or lock buttons, battery in the key fob is nearly new and so is the car's battery.

Any help is greatly appreciated, could really use the TPMS function since the tires are not run-flat.
Never got to place the tool near the valve stems as it appears the car isn't going into learn mode.

Put it in accessory mode, not run mode. Push the bottom of the start button but don't hold it.

Assuming that this is the correct procedure: https://www.tirerack.com/images/tpms...structions.pdf

The only thing that you don't state that you did is to apply the parking brake. Also, you need to press the unlock and lock buttons at the same time - you don't explicitly state that you did that.

I've never done this procedure myself, but I've got 4 sending units on order. Got "Service TPMS message" on the DIC yesterday, so given the car's age, it's probably time to replace mine. Let us know if the parking brake makes a difference.

Thank you EVrose! It worked like a charm the first time.

Yes, I did press lock and unlock buttons at the same time on every attempt. Did not use the parking brake, the entire procedure took less than a minute. Just need to make sure the car in "accessory mode". My car is 2006.

I guess you are referring to the antenna on the VT10 relearn tool that's mentioned in the .pdf above. The procedure assumes that you are using that model, but there are many on the market, such as this one:
