Need to back it up a touch, since if the rotors have enough meat on them to turn them, then will only costs around $40 to turn them in the end, then another $5 for a can of high temp spray paint to coat the none pad contact areas on them.
Now if they do have enough meat so they can be turned, then not hard to just sand blast the rotors to remove the rusting before hand, high temp coat the hats and vanes so they don't rust, then take them down to be turned in the end. Hence by having them turned in the end, that will remove the paint from the brake pad areas , so you don't have to play the tape off so much when coating them.
Myself, have a bead blast cabinet, but for something like rotors that screen sifted play sand will knock off the rust quickly, and since the yard always could use a bit of play sanded added to it, have one of these that I use outdoors with air compressor when I need to clean up metal instead.
Note, safety glasses and wear a respirator why blasting.
Also, if you have a power washer at the house, them there is a sand blast kit that you can buy to use with it, but the dry system is a lot faster and you don't have to worry about the cast iron rotors rusting up quickly from the water you using in the first place.

i ordered my rotors and pads from brakemotive on Ebay. A buddy has two vehicles running Z23 CF pads. He hasn't had any squealing or issues with his.
I contacted Brakemotive via Ebay after my order arrived and asked if I could upgrade to the CF/ceramic pads. They sent me a shipping label for a FedEx return and did an even exchange. The new pads arrived with new hardware whereas the original shipment did not have hardware as you mentioned.

Ceramic. Which i thought tend to be the quieter material. Nothing about carbon fiber in the listing or packaging. I was hoping they break in and quiet down but... 500 miles now, its probably not going to happen.
