I wouldn't cut it. Remove your top and see if it tucks back down.

Mine too, but not bad enough to worry about fixing yet.
When I do, will soften it up with a heat gun (or hair dryer) and have some good adhesive ready plus tape to hold it down

That trim piece is part of A pillar, I just had mine (A pillar) replaced with windshield, yes insurance will cover new A pillar along with windshield if you have glass coverage. That trim piece should be even with top of A pillar. It actually comes off quite easily or you could use soapy water and slide it back down to even or just get a new rubber trim piece.
The A pillar comes off quite easily also.

Definitely part of the A-pillar. Should just slide back down. They do tend to move around after a while.

Happens after driving for a bit, car washes, etc. Just need to slide it back down. It should sit flush with the bottom and top of the pillar.
