Indeed coolant temp sensor, however if its working no need to change it, just fix that valve cover leak. Once you do spray everything down with some brake clean.

Nope just an unused mounting boss, could be something that was utilized on a different model in a different vehicle, all LS motors share similar valve covers. The bolts that hold down the valve cover are the 4 in the center.
