I installed a Cold Air Intake on my 2009 and at higher speeds I can feel the engine hesitate, lije gasping for air. I have checked for vacuum and air leaks but 0. Do I need to take it in for a tune? I have performed re-learns in the ECU numerous times, but no change.

What intake? The answer is typically a big NO, but the vararams have been known to cause maf reading issues.
By any chance did you happen to touch the screen on the MAF with your bare fingers when you installed it? If so, you need to clean the MAF. I'd clean it anyway if it's a brand new just to make sure there are no foreign contaminants.
It is possible that you are getting more air into the engine now than the MAF can adjust for. If that is the case, you would need a tune.
But I think you may have a vacuum leak even if a smoke test didn’t find anything. Could be getting a leak at the coupling of the throttle body and the plastic shroud of the intake. And it could be leaking when the engine is warmed up and running. Most clamps that even the best intake kits have are garbage.
I replaced the cheap hose clamps on both my Corvette and my Camaro. Was having a lot of trouble with vacuum leaks on my Camaro and the better clamps fixed it.
