Tires should be used to negotiate if they are too old. And a set of tires is not cheap. DO your homework, find some local cars like this as a starting point. Then make an offer. I would also start at $30K. Honestly a 14 yr old car that has had less than 1,000 miles a year put on it will require a good amount of time and money to bring it up to a frequent driver. Fluid changes, belts and hoses. Politely Tell him the tires are too old, if they are original for example and what a new set would run. That would take him down $2500 and push you up $2500. And talk up how much you can appreciate that care he has taken of the care. He might just be more interested in finding it a good home than making that extra 5K. As said above, you can always go up.
Check the car over real good and also make sure that the seats are in good working conditions and the HVAC system is working properly, too. Not to mention as other good members have said about the tires, but check the brake rotors for that wobble effect if he lets you drive it. Also talking about the wobble effect, check the crankshaft harmonic balancer for wobble. Most likely the infamous sway bay end links are still stock and most likely they are showing wear and tear. That could be something to consider if you can negotiate a smaller drop in price, especially that crankshaft harmonic balancer.
why be afraid of 30k or 40k miles on a preowned car that’s over a decade old.
id rather have a preowned car that been driven at least a few thousand miles a year. I don’t like gaskets and seals drying out and these corvettes are not collectibles…

my 2008 c8 z51 manual I purchased new back late in 2007 I owned for 13 years and put 143k miles on the car.
it was awesome, utterly reliable. I believe I spent no including tires and oil changes all of 6 grand in repairs at the Chevy dealer for all those miles.
if I were spending 35 I’d go grand sport or z06. C6 base model I think 35 is way to high even with the low mileage and the fact he has ac in his garage…
these are not collectibles. Just buy and enjoy driving whatever you end up buying. Don’t save it for the next owner. Use it and enjoy it. This owner is dreaming his car is a collectible.
new car prices are collapsing as we speak. Preowned used car private sellers especially are behind the times …

Prices on cars and bids are always lower because they don't have a big user base. Prices of BaT are almost always low for Vettes because their user base isn't really into domestics.
