Since, it's seems that others have posted that GM, gives priority to sold orders, I'm wondering would it be better to be #1, at a dealer that only sells a few vettes or #50+ at a volume dealer?

In my opinion it's best to go with the higher volume dealer. In past years I've seen it where the higher volume dealer gets unsold unites while the smaller dealer is waiting on sold unites. And if an option becomes limited it will be the higher volume dealer that will get unites with these options.
Some of the very small dealers ( ones that get one Corvette in the fall and one in the spring ) are not going to get any C6s until they sell the 2004s. The main thing is your dealers allocations, they already know what their early ones are, and yes a Sold Order usually gets picked up first ...

Another way to look at is what percentage are you into their normal yearly allocation. I am pretty deep into my small local dealership's normal yearly sales and thats not really the place you want to be if you want yours fast. I wanted to do the entire deal locally and wanted an extra month or two to save for a larger down payment.
