Ummm... Tricky question The simple answer is "yes":
Dropping the compression ratio makes any motor capable of handling more boost without detonating on pump gas
It also necessitates that you run more boost to make the same power you did before though, so, whether that makes it able to handle more POWER, is a different story... It would make safer power, but the absolute limit is still the stock internals if you prevent detonation through other means like Meth injection...

OK, that makes perfect sense....

I noticed that people who run turbos frequently run lower CR's. I'm guessing based on this threads educational direction that the reason for turbos requiring lower CR's has to do with the higher AIT then...?

Not necessarily; most turbos are actually more efficint than centrifugal superchargers... The guys running lower CR are just looking for big power numbers... All the "mild" turbo kits keep the engine stock just like base supercharger kits...
