17 makes perfect sense because the throttle plate is closed but the motor is running (the motor is sucking air, since it aint getting any from the intake its making vacuum) i would test drive quickly before doing any more work

Sounds like you are reading vacuum and not boost. Do you have memory function on your gauge? Is so, just push the memory function and you would see Hi and Low both being 0 since the gauge does not store vacuum reading, only boost.
