What defines a complete kit?

What defines a complete kit?
I bought a used kit from a forum vendor here with the following parts missing:
3.25" x 3" coupler black
2" x 3" coupler black
4" to 3.5" transition
(2) Brass oil return adapters ½ x ¾
(8) 2” clamps
(4) Wastegate bolts (5/16 x ¾
Vacuum log
Invoice of parts included
Instructions
Is it too much to ask to have these sent out to you especially when the kit was advertised as *complete*
The seller has been telling me he would send them out but nothing ever comes in the mail.
The seller is hard to get a hold of via phone, text and email so maybe this will get the ball rolling a bit

Does not sound complete to me. I know first hand that Jeff can be difficult to get ahold of, I have had dealings with him in the past. Looks like he needs to fix this situation immediately.
