You can't use a single port BOV to relieve pressure. The BOV has positive pressure on the backside of the valve, more pressure tighter seal on the valve. It only opens when vacuum exceeds spring pressure holding the valve shut. Dual port BOVs can be used as a wastegate by throttling the air to the backside of the diaphragm, putting differential pressure across it. The amount of boost bleed off is controlled by both the spring and differential pressure usually controlled by a manual valve or solenoid under PWM control from a boost controller.
After looking into this I realize all this crap is over the top for my simple setup and a waste of money. All that's needed is to bleed off a small volume of air over 6500 RPM to maintain 15lbs which can be done with a manual waste gate and 15lb spring or a solenoid under software control, not to control the gate but to simply bleed boost to atmosphere.
