Is the extractor scoop behind the frint wheel well functional on the 6-liter model or only on the Z06?

Sure it works, that's why it's there. It lets the air in the engine compartment that has entered through the radiator exit.

For proper air flow there has to be and entry and an exit.

I didn't know the bottom of the engine compartment was sealed.

I thought that it was for brake cooling but there is no obvious ducting as you can see from the front facia into the wheel well.
