TQ is primarily a function of the length of the primary tubes. For example, LG Pros typically produce the best low-RPM power because they have the longest primaries.

In general, smaller diameter (1-3/4") primary tubes usually produce more power down low, as they maintain exhaust velocity better. Larger diameter (1-7/8") primary tubes typically produce better peak HP numbers because of their greater flow capacity. However, results can vary, based on mods, displacement, & tune.
