I don't know... I suppose it would affect the odometer too, so if you wanted to cheat your mileage you could do that. Not that I would condone breaking a federal law.
You certainly could change it to impress your friends on how fast your car is!
I think speed is referenced in other tables too, perhaps active handling and traction control from memory, and certainly for automatic transmissions. I honestly haven't paid much attention to it.
Another thing you could do for sure - you could put a speed limiter of say 30 mph on the car. Then you could load a "valet" tune in your car before you park it. Of course that would be a huge pain... unless someone could figure out how to make HP Tuners work on their Windows Mobile phone and got a USB adaptor.

i was interested in it for the 'faulty equipment defense' as permitted by va. law (in defense of a speeding ticket).
