Make sure the computer is not throwing codes,the current program has been in for at least 300 miles and that you have high flow cats. There shouldn't be a problem. If you take it to the actually letter of the law, your cats should never be removed unless faulty and should always remain in stock location.
Some areas here in NC do visual inspection only, some do OBD2 and visual and some do the trifecta: visual,OBD2 and the sniffer test. With modern high flow cats, there should still be no issue passing all three unless you have a really **** inspector.
