Man, that sucks! I can't believe GM cares where you bought it, they should still honor your warranty right away.
Just a thought. Disconnect your battery for about 5 minutes. Then reconnect and all the computers will reset. It's worth a shot.
You could try resetting the computer. Disconnect the battery for a minute then reconnect and give it a try. You will have to re-index the windows after this.
First of all, you need to figure out if the motor is defective or not. Disconnect the electrical harness from the wiper motor. Next, take a jumper and run it from the positive terminal of the battery and connect it to terminal #5 on the motor connector. There is a dark green wire going into it. Then connect a jumper from the negative terminal of the battery to terminal #1 on the connector. There is a black wire going into it here. With this power, the wiper motor should run at low speed. If the motor runs, then the problem is in the body control module or relay center.
Another way to do this would be to once again disconnect the electrical harness from the wiper motor and use a volt meter to register if there is voltage coming from the BCM (body control module). Take the negative lead of the volt meter and connect it to the black wire on the harness and the positive lead to the dark green terminal on #5. Turn on the car and put the wipers into "low" mode. If the BCM is sound, there should be voltage flowing through the harness and it should register on the volt meter. If there is no voltage, the problem is in the BCM or the wiper relay.
At this point, you need a scan tool to figure out which part is the culprit. Unfortunately, the dealer is the one who has the tool.

Wipers are a safety item. Call GM of Canada Customer Assistance and ask for GM Of Canada to give your dealer authorization to fix the freakin' wiper motor. I am sure the Ministery of Transportation would support this action.
Sorry to post the obvious but you could just opt to pay for the repair/diagnostic effort. Use some of that big savings account you banked when you imported the car.

It's not a safety issue for GM, it's the consumer that wants to avoid paying for a repair as it's against their policy (that the consumer appears to be well aware of) to warranty the vehicle in other than the country of origin before the vehicle reaches a certain age & kms.
Of course if you try going to a dealer and ask, they may very well do you a no charge courtesy at their discretion.
