You should be able to get a muffler shop to weld one in pre cat for pretty cheap.
Also, some people have told me that the post CAT location is fine for getting A/F ratios. Is this true? It would seem that the CAT would mess up the O2 readings, but according to one of the local dyno guys they've measured pre and post CAT without any differences.
Previous posts here said .6 to .7 leaner post cat, my Dyno shop said aprx. .3 leaner post cat, they've run both a wide band pre cat and a tailpipe sniffer on the same car.
