Give me an rpm, inlet air temp, cooling water temp, and altitude and I will figure it out for you. Also, automatic or stick, what fuel octane, and whether it is knocking or not. In other words, it isn't a simple question.
I have seen 23-25 degrees in WOT pulls in a manual trans car for example.

Nope, can be 25 degrees at 4000 rpm and 23 at 6200 rpm, plus corrections for inlet air temp and cooling water temp, for example.
Not big changes, but you see it varying per the tables in the tune file from 3000 rpm to past rev limiter over a range as much as 3 degrees, more if there is any knock retard.
