Default Arp Torque Values

I have verified the larger bolts get 30/50/70 ft lbs of torque.

Now, what about the smaller bolts? Surely you wouldn't use the same table as these bolts are much thinner.

Lastly, do put some drops of the Red Loctite or just go with the moly lube.

Just lube and I'm pretty sure its 22 ft/lbs. I forget the increments.

Also, moly will help get to a true torque number easier but won't help in holding it or from coming loose in the future. Moly is much better suited to you rod and main bolts/studs.
With a small bolt the red loctite will act as a lube but not like a moly lube. You'll be ok with the red locktite if you need that kind of holding power. Remember, red will take heat to loosen it up later on. Blue locktite won't.
