Best to allow the engine to heat them up a bit. They become softer and plyable , you have to twist the section around the fuel line, or pop off the fuel line. Otherwise they jsut snap off.
Go to AutoZone or any parts store and buy a set of the fuel line removal tools. Less than $10 for a package set for about 5 different line sizes. Let the car sit overnight to relieve the fuel pressure. Pull up the cover so it is off the pins. Remove the safety clip from the end of the fuel line and then use the correct size tool you just bought for your fuel line connector. The tool slips over the line and you then just push it into the back side of the fitting. Then just pull the hose off. Many people have broke their covers by trying to twist them around the fuel line. To put the fuel line back on, take out the tool and push the line back on until it clicks into place. Snap the safety clip back on. All done.

Very good advice. I recently replaced my stock FRC's with painted ones from RPI. Long story short I scraped the **** out of my new covers trying to get them over that fuel line. If I was going to do it again I would remove that freakin fuel line first. Otherwise they "snap" right on and off.
