Default Question about removing headlights

Is it possible to remove the headlights without taking the fender off the car?

I've removed the 3 large nuts visible under the fender, and I could wiggle the lights, but something seemed to be holding them back hear the top rear corner under the fender. I removed the rubber inspection cover from the fender well, but couldn't figure out what's holding the headlights back.

Please let me know if you've done this and confirm or deny that i need to take the entire front fender off to free the headlight

Thanks!

Previous posts say to loosen the fender bolts and lift the fender partially away from the body to gain access to remove the headlight.
