I have a 08 Z51 coupe, manual trans that I mainly use for autocross. This issue has existed since new, the car now has 2500 miles. I dont notice any issue on the street, only when autocrossing.
When I jump on the brakes hard the pedal is solid the brakes do not grab right away. It takes about a second for the pedal to get softer and the brakes to grab. It is almost like the car is telling the brakes to wait a second before engaging. It does not do this every time I slam the brakes only about 75% of the time.
I started with the factory pads, I had this problem but thought it might be a lack of bite. I went to HPS+, they were too agressive and set the abs into ice mode almost every time I braked hard. I am now running HPS pads.
The closest thing I can relate this feeling to is on my last C5, I replaced the motor with a racing crate motor. The motor ran great but I had a real hard brake pedal. I later found that a vacuum cap had been left a port on the manifold (to the booster).
I really dont think its the pads. The pedal feels just like the booster has no vacuum. It is fine except when trying to brake after being at WOT. I did check the check valve and it seems to be fine.
