Yes you can. It requires an aftermarket component; the TracActive Controller, by Laptrax. $100 at LAPD, one of the forum vendors.
And here is how it installs on a C5.
Personally having my car start up with T/C on doesn't bother me, so I can' comment on how the TracActive works, but it looks legit.
