I would not recommend anyone remove their catalytic converter, but does anyone know when emission testing is done via OBDII, and you don't have any codes, does it matter if the car has converters or not?

No, the "results" would be fine. However, most, if not all emissions programs require the inspector to look for the presence of all (major) emissions components.

Thanks! I just had my truck inspected and all they did was plug into the OBDII port and checked the mileage.

While this may be true, where I live, its a joke. The inspectors do have a mirror on a pole to look under the car....but they dont use them unless you flunk the OBD test. This also assumes an "inspector" knows the difference between a oem cat and a hi-flo cat. Few do.
Most OBDII State inspections that are run through a vendor such as Gordon Darby just look for codes, readiness monitors and whether or not the code was just cleared. I have seen tuned cars with NO catalyst fly through with no problems...obviously you would fail the visual, however the catalyst on our cars is not 'in your face' when you look

Are you going to follow me around (CF.com) and add your pointless drivel
Where do you live? A border crossing inspection tent/station In my state - and ALL STATES ARE DIFFERENT (and why I gave a general opinion on the subject...) inspectors will actually look under the car without mirrors or other devices. The question wasn't about high-flow cats. It was about NO CATS. RTFM

This too is correct - you can't just clear the code (with many programs). The testing looks for how many key cycles the vehicle has gone through.

There is no law that on CF that I cannot comment on some of your pointless drivel you spew here too (does EVS/Corvette Conti ring a bell?). It does not matter cats or no cats, most inspectors do not have a clue of what a cat is anyways. There are no lifts at many State inspection stations in the USA, ergo no inspector is going to crawl under a car. Hence, the use of mirrors, most of which have not been cleaned in 5 years. Duh. What state do you live in?

I feel so much better about what one can learn on this site after your most recent post. Thank you
