Default Cooling water flow

Hi All, Can anyone explain the reason that GM started putting the cooling system thermostat in the lower rad hose (suction of pump) instead of the discharge of pump (upper rad hose). Also the fill tank does not go directly to the rad but tee's in to one of the heater core lines. It seems the thermostat being on the suction of the pump, with no obvious way to see water that is getting hot in the motor, would not open at the correct temp. The electric water pump I installed on my ls2 has the thermostat relocated to the top or discharge of the pump.
My ls2 has always been hard to prime the pump when changing out the coolant. Seems it has to heat cycle a couple of times before it will start to circulate correctly.
Any thoughts???

Actually the thermostat does see hot coolant via the heater return line. Gets it on the back side, though, requiring a different design thermostat. That's why your ordinary old chevy thermostat won't work properly if you try to use one.
