use the ls7 harmonic balancer bolt #11570163 to pull the balancer on. It is 25mm longer than the ls2/ls3 bolt and less than $10.

J 41665 and J 25033-C are the numbers of tools you need.
you can buy the factory balancer installation tools from Kent-Moore or find the proper sized threaded rod with large washer and spacer

Incidentally, even starting from 37 lb-ft., turning the bolt 140 degrees is incredibly hard.
with proper flywheel locking fixture in place bolt is easily turned with my 5 foot breaker bar.if your going to work on them buy the proper tools
