Sometimes it gets old hand-holding a never-ending line of folks who can't figure out OBVIOUS stuff themselves.
If a light shows up on the dashboard, the odds are pretty good that it's explained somewhere in the first 20 pages of the manual.

Powerhouse, here's what my 2006 owner's manual says.
One to Four Shift Light
(Manual Transmission)
When this light comes on,
you can only shift from
FIRST (1) to FOURTH (4)
instead of FIRST (1) to
SECOND (2).
You must complete the shift into FOURTH (4) to turn off
this feature. This helps you get the best possible fuel
economy.
After shifting to FOURTH (4), you may downshift to a
lower gear.
Notice: Forcing the shift lever into any gear except
FOURTH (4) when the 1 TO 4 SHIFT light comes
on may damage the transmission. Shift only from
FIRST (1) to FOURTH (4) when the light comes on.
This light will come on when:
• The engine coolant temperature is higher than
169°F (76°C),
• you are going 15 to 19 mph (24 to 31 km/h) and
• you are 21 percent throttle or less.

thanks for info jim, that would explain why it doesnt do it immediately. I guess I'll look into getting one of the eliminator kits simply so i dont have to worry about it. I appreciate all the helpful responses

You're welcome. It might be helpful to put in your profile what model year of C6 you have, whether it's a coupe, vert. There are some copies of the owners' manuals on the internet. What model year is your C6 and I'll see if I've got a link for the owner's manual for that year?
So go get one. If you can afford the car you can afford the manual. I'd think that anyone buying a car as complex and interesting as these would want to have the operator's manual.
Just a word of warning until you install something to block the CAGS - Do NOT force the car into 2nd or third if it is trying to get you to go into 4th. You can break things by forcing it - just either shift into 4th, slow down, give it more gas or whatever tactic you like best to get it to disengage the CAGS.
I find that it isn't ever a problem for me.. i guess i am usually into the throttle more than 19% and if I am purposely going that slow, then I don't mind going into 4th cause i will usually end up there anyway.
