Options Not Available message in DIC -Why?
If you have programmed the car using fob #1 to set up the options and memory features, then the car will recognize those when you open the car with that fob (or if you have multiple fobs, it will go to the fob #1 settings by default).
It sounds to me like you have not programmed any fob #2 features.
Just take fob #2 out to the car and program in your options for that fob.
Or......if you have a fob #3 and #4 programmed to the car, they will open the car and allow you to start it up and drive it, but you can't program any options with those fobs.

You MUST make sure you get the correct keys for the car!!
And you really do need a backup fob in case the first goes TU.
If your fob won't work, you're going to need to be able to access the inside by opening the hatch to pull the door release tab/cable on the the left side of the hatch compartment.
If your fob won't work, and if the key won't work (either because it won't turn, or because the cable from the lock to the latch release isn't hooked up correctly), you'll be SOL!!
You say you read in the manual about programming additional fobs, and you saw that you need to be able to turn the key to be able to do that (however, with a coupe, there is another method available by removing the trim piece from the rear of the hatch compartment and manually pushing the latch release lever).
Does your second fob not work to open or start the car???
Do the keys you have work the glove box and console locks???
If so, it could be that the lock above the license plate may just be corroded and difficult to turn - that's a common problem.
I can't understand how the dealer would have the wrong keys, and that only one fob is actually programmed to the car.
I hope that fresh batteries will get both your fobs working properly, and that some graphite in the lock cylinder will loosen it up and get your lock working okay.

I still have one other issue and that pertains to the traction control and active handling button. before I needed to press it twice to get rid of my traction control and active handling. Now when I depress the button its only traction on and off.

EXCELLENT!!! Glad to hear you're zeroing on the fob and key issue.
I believe I've read that with your VIN the dealer can get the code to cut a new key for you.
As far as the AH and not being able to go into Comp Mode or turn the AH off completely.....
What does your DIC show the tire pressures to be???
You do have sensors, don't you?
If you're getting "xx psi" for the tire pressures, then it may be the TPMS that's not allowing you to turn off the AH.
Actually, there are 4 modes to the TC/AH:
- When you start the car the default mode is TC on, and AH on
- One push of the button turns off TC
- Two pushes of the button puts it into Comp Mode - TC off, and AH still on, but not so sensitive, which allows the car to do a little more skidding around on the track before AH starts to intervene
- One long push/hold of the button (I think it's more than 5 seconds, but I just push it until the DIC shows what I want) and AH is turned off completely
The TPMS tries to protect you when a tire loses pressure or a sensor goes bad, and it will not let you go into Comp or turn off AH.
What you're experiencing sounds like a problem guys have when they have sensors that aren't programmed properly to the TPMS.
