how is it measured from outside of car?

I dunno - there's no spec in the manual for that because it's just not set up in the factory that way.

You can set up the Z and and D heights according to the specs and then measure it however you want (from the ground to the bottom of the rocker panels, from the ground to the bottom of front and rear fascia, from the ground to the fender arch, from the center of the wheel to the fender arch, etc.) and let us know what you get. If different cars have different size wheels or tires then you're going to get different results.

I say set it up so it looks how you want it to look. If you want it at stock, set the Z and D heights to stock specs.

Go to your dealer and measure 8 or 10 Vettes - you'll probably get 8 or 10 slightly different measurements.
