Your GS should not be speed limited, well not until after 200mph. There are no longer replacable chips in these cars, there hasn't been since after 1993 unless you had a 94/95 ZR1 in that case there was a replacable e prom. All C5s and C6s had flash programmable PCMs that has on board flash memory chips that are not removable.

Yes, almost all modern cars have a top-speed limiter or speed governor (whatever you want to call it). The auto manufacturers set it to reflect the speed rating capability of the OEM tires that come on a particular car. For example, a Corolla comes with "S" rated tires, that are not certified over 112 MPH. Toyota sets the limiter speed accordingly.
The C6 runs on (Y) rated tires that are good for 186+ MPH. There is no speed-limiter on the C6 as far as I know. Should be drag-limited to around 190 MPH.
