It's endemic to the Corvette; I suspect they all show that after a few years. Even garaged, my mouldings are all mottled. I would replace them if I new the finish was reformulated.
I just use Mothers Back to Black. If you are still within the B2B warranty, your dealer can help. If not, you can always ask for your dealer for some "goodwill". The dealer has the empowerment to make the call.
I do not know if the coating delamination issue has been addressed on the newer mouldings.
What about the strip where the glass meets the top. Why does the end get all deformed like that? I am looking at a 2010 ZR1 with the same look... I am going to ask the dealer to fix it, but not sure what the fix is.
Has anyone contacted GM asking if there are any preventive / preservative measures that can be taken?
I am not really comfortable getting the weatherstrip replaced in the first place, and if the weatherstrip will just become mottled again, then I see mostly risk and minimal reward.
Have you used the silicon grease GM recommends you apply every 6-12 months?
I have. GM recommends it for weatherstripping sealing surfaces, where it doesn't do much, but the OP's problem is with exterior surface of the windshield trim, where it would only make a gooey mess.
My advice to the OP is to do nothing. Seriously. Eventually the flaky stuff flakes off.

Try 303 aerospace protectant. The absolute best product to clean and protect weatherstripping, dashboards or any other plastic/rubber parts. It's not cheap but it's worth every penny. You can buy it locally in Ace hardware stores or online at properautocare.com, autopia-carcare.com, detailedimage.com or any other detailing website. Stay away from Mothers Back to Black, it looks good for couple of days but it attracts dust like a magnet and plastic/rubber parts will look old in a week. I apply 303 to my dashboard once every 3-4 months and it always looks like new. Unlike Mothers Back to Black, 303 doesn't attract dust, you'll barely see any dust on your dash even a month after the application and even then you can just use a dry microfiber cloth and it wipes away instantly.
I just showed the local dealer this and he told me it was because someone used armarol on it... Who the hell uses that cap anymore?? I'm just going to go to another dealer and have it warrantied before my B2B expires next month.
Just one of the three things that pissed me off about that dealership that day; strike three they're out!
