Default 05 random hard starting, no codes. HELP!

About twice a week on the first attempt to start it spins over and over popping and spuddering untill it times out, then on the second attemp to crank the car it always fires up, always. Checked the fuel pressure, 58 to 60 at idle and takes just over an hour to bleed back to 0. Then fired right up at 0 psi. I saw multiple posts concerning the crank position sensor linked to hard starting, so I took it to the dealership yesterday and had them do a crank position sensor relearning test. It spun over with the technician! He said no codes thrown and performed the CPS relearn test and dubbed it cured. Well it just did it again.... I called back and the tech says that my underdrive pulley that I pinned to the crank (cuz the original nearly spun off!) is causing the issue and that i should call the manufacturer about installing it correctly....what the f ever. Please help guys

Perhaps next time it does start and sputters/ poops....stop and pull a plug to look for a fuel trace on the plug.

FWIW this might lead to a fuel or electrical decision.

Always starts the second time does tend to sound like fuel pressure needs to build up.
