I putting a cam on my car and when I was about to get the rockers back on I noticed half of them had a different pattern bolt. Is this normal, If so how is the sequence?

I don't see a 'different pattern bolt', I do see that the bolt on the right appears to have been shortened. Based on what appears to be teflon tape or some kind of thread sealant at the top of the shorter bolt, your heads have been ported. In that case, the intake port roof has been raised slightly and it opens up the intake bolt threads to the intake port. So the bolt may have protruded into the port.
So, clean the bolt holes, wrap some teflon tape around the short bolts and put them in the INTAKE POSITION. Of course this is just an assumption. I would think that this would have been noticed during the teardown.
Thank you, yes i actually found out the heads were ported while i was doing the swap. I saw the callaway engraving and my grin was instantly from ear to ear . I teflon coated the intake bolts just like you said and put locktight on the exhaust bolts
