Yes you are right, but from a pratical standpoint he is fine. What really matters is:

He will pass a physical inspection by a DMV officer. They look for cats and they don't care where they are located. At least in CT, I have heard NY is similar. If in CA you need OEM, period.

If for some reason he ends up on the rollers, he has a chance of passing the sniffer with high-flo cats. He has no chance if he has no cats.

High flow cats also clean up stinky exhaust fumes and change the sound level of the exhaust. That may be a good thing depending on the muffler he is running.

Yes I agree with you... I'm in NY and they do "NOT" do a visual inspection as long as it passes after they plug into the OBD II.. I will pas that w/ no problem...

And I agree about the smell w/no cats so I figured for a few $$ more I'd put them on.. beside I "Bracket" race so if the cats slow me down .02 I just change the # on my window when I dial my ET...

I'll report tomorrow night as to how well I did...
I just installed Kooks 1-7/8" LT's and Catless 3" X-pipe and 3" B&B bullets quad oval for Z06 on my base. WOW.
I have the vararam left to do and the ported TB and the spacer. Formato tuning on the way. So far its insane and I love it.!
