Heat gun, some shims and a 3" metal scraper.
I tap in a few shims to put pressure on the panel against the metal frame then apply a nominal amount of heat. Usually a short section of the part will pop loose from the adhesive. Work your way from front to back keeping pressure on the panel each time.
I have rebuilt a lot of cars, especially front end damage and I have found that leaving the glue on the frame acts as a perfect spacer for the new panel.
