Owners manual says to replace hydraulic clutch fluid on a c6 manual every 2 years how is this done? Do I need the service manual and can I do it or is it a dealer item that needs to be done? How much does the dealer charge to do it?

It's a pia to flush it out. Most people who want to change it use the Ranger method. This basically just changes the fluid in the under hood reservoir, which is maybe 20% of the total fluid. Then you drive a while and it dilutes the old fluid with the new, and you do it again. After numerous changes/dilutions, it is mostly replaced.
I did this when my pedal became sluggish and it seemed to help.

Change it and then let driving do the mixing, then do it again.
I pull what's in the master every other weekend and top off with fresh fluid. It takes less than 5 minutes being careful not to spill on the paint. That gives a constant supply of fresh fluid.
Roll up some paper towels about the same size as the clutch fuild res. stick them in slowly let them soak up ALL the oil, repeat if nessasary. refill with your choice of fluid. just don't push the clutch pedal while it's empty. and WA-LA clean clutch fluid. I do this every other oil change{so I have the pan right there} NEVER had a problem with the clutch, IE: dreaded dead pedal!
