These after market print outs allows you to use MPH setting with a Km dials number on the mph gauge, which will print out correctly in Km on the dash gauge correctly with the car set to MPH, and not have the DIC 200km max before it returns to zero to start over again (dail gauge will read correctly in KM, while the DIC will read out in mph instead).
Hence 48kilomiters is 30mph, and could be that wrong version aftermarket gauge printouts where installed on the speedo (read km to mph instead, with the DIC read out in KM since the dash is set for KM instead).
But the strange one, why is the dial switching back from one setting to the other when when the cruse control is set.
Bluntly, unplug the battery negative terminal cable for a 10 mins to do a hard reset on the system, and see if this solves the problem.
If not and no one played with the MPH calibration in the tune, and you have the OEM dials gauge printouts in play, then something is going strange with your dash gauge cluster mph/km settings.

What you said kinda makes sense. I bought it about 2months ago and the guy I bought from said he keeps it in km because the speed it displays is the correct number for mph. I dont really understand all of what you said but if thats the problem how would I go about fixing that?

And the trick may be if the gauge plates were changed out, finding out how made them, and if they sell you just the correct MPH plate alone.
Or if you have the stock face plates in the gauges, then maybe someone re-programmed the dash gauge assembly module for something strange in its firmware, and you will need someone to reprogram it back to OEM settings.
