Is it possible to have legal headers on a 2013 in Cal?

No, since none are CARB approved.
Hence a aftermarket part has to have a Carb# for that car/year to be able to swap it out with a OEM part in Ca..


As for the grey area, some have swapped out to a OEM Z-06 exhaust system (uses OEM shorty headers), and most inspectors will not pick up on the swap since it still OEM type corvette parts in play. For a power gain, you looking at around 15HP increase due to the oem shorty headers (around 25hp with LT headers instead).
Note, the LS-3 X pipe is 2-1/2", while the ZO6 X pipe is 3" instead. If you are going to change out the system and use your old mufflers, will need to have 2- 3" to 2-1/2" installed in line for the needed off set of pipe size to the muffler pipes.

I just did this and mated it to my Borla Stingers. The sound is incredible! No drone and you can definitely feel the extra ponies when you gun it.

That sucks. I should have got my Corsa Sport exhaust in 3" not 2-1/2"

A good muffler shop can put a 3"-2.5" reducer pipe and they'll mate to your Corsa's. Below is a pic of the reducer:
