Bank 1 o2 read 5.4 ohms driver side
Bank 2 o2 read 5.9 ohms pass side

Should I test the harness coming from the car to see if there's a issues there and what would I tap into there to fund that answer

Check to make sure you have 12 volts on both pink wires with the ignition on. You really need a scope to check the control side of the heater circuit, but you can get by with the following. With the sensor plugged in and the car off/ignition on you want to see 12 volts on the heater ground wire (gray/white or light green depending on which side you are checking). When you turn the car on you want to see the heater ground read either 0 volts or some value less than 12 volts. If the computer runs the heater circuit at 100% duty cycle you will see 0 volts, if the computer runs the heater circuit at 50% duty cyle you will see somewhere around 6 volts because your meter will be reading an average of the on/off voltage. What you don't want to see is that it stays at 12 volts. It may take a little bit for the computer to turn the heater on after you start the car so give it a minute.
